It is demonstrated that application of traditional techniques for estimating the stock and total allowable catch (TAC) for the Atlantic salmon is complicated because of its complex age structure, substantial differences in the hydrological conditions in the marine feeding grounds and along extensive migration pathways, as well as because of the prolonged period of migration in the coastal areas and estuary. The feasibility of predicting the numbers of Atlantic salmon broodstock relying on smolt censuses is discussed. Guidelines of the precautionary approach to estimating TAC for the Atlantic salmon developed with regard to the ecological capacity of the spawning and feeding grounds have been suggested. The suggested procedure for estimating broodstock numbers, minimal biologically acceptable limits and TAC is designed to ensure both conservation of the stocks and continued exploitation of the resource both commercially and otherwise. The model can be applied also to other anadromous fish species.
