The tourism is considered as one of the most important and perspective directions in development of a region according to the documents on the territorial planning elaborated by the FSUE «The Russian State Scientific-Research and Designed Institute of Urban Regional Development». The designed decisions are directed to reinforcement of a role of tourism in development of a territory. One of the main problems is autonomy of the tourist sites that is being in the absence of connection between the sites and, as a consequence, impossibility to represent them in the form of the unified tourist product. It is necessary to combine interesting sites into the tourist route and museums, and noteworthy places. In this case, it is important to provide these routes by the material and technical basis of tourism and recreation (the allocation facilities, the transport, the catering, the recreational development of a territory, the retail trade sites, etc.).
